According to the Governmental decision the compulsory declaration is put into operation in Russia from 1996.

The order of working out "The Safety's declaration" is defined by the Russian Ministry for Emergencies and it is based on the experience of putting into operation "The directives by Cevezo" in the countries of EEC (European Economic Concord). "The Safety's declaration" must contain:

• common information about industrial object;
• information about peculiarities of the technological process being used;
• results of risk analysis, etc.

Industrial objects of Moscow analyse the experience of preparing " The Safety's Declaration" in this work.

The main problems in case of putting into operation the system of declaration of industrial activity's safety in Russia are:

• the absence of generally accepted criterions of acceptable industrial activity's risk;
• deficit of the, specialists of high level in risk analysis field in conditions of the great number of industrial objects, subjected to declaration.

The experience and problems of preparing the safety's declaration of Volgograd's oil processing plant are adduced in the work.
