Safety and Risk Management With Practical Examples from NORSK Hydro. Willy Bjerke, Norsk Hydro, N-0240 OSLO

This paper presents a 12 year history starting with a more systematic and structured Health, environment and safety activity throughout the company. The focus increased on Line management responsibility and Safety performance measurements (management at shame). The main improvement steps in measurements and indicators have been:

  1. Negative outputs (failures)
  2. Near-misses
  3. Evaluation of how the Management System functions
  4. Safety Attitude and Behaviour

We are thus going from a reactive approach to a more proactive approach to find weaknesses before we have accidents and incidents and thus learn more about what to do on the preventive side.

The paper presents the process with goal setting, action programmes and follow-up (Plan-Act-Control-Correct) and the results so far. Research activities involved, e.g. on measurement of behaviour/attitude and training top management in these disciplines will be discussed.
