The development of risks reduction strategy requires definition of the following concepts: security measures; danger measures; acceptable danger degree; unacceptable danger degree; neglectable danger degree; the basic concepts of the decision-making methodology; an estimation of efficiency of acceptance of the decisions at extreme situations; the basic concepts of assessment of the incorrectly accepted decision methodology. The development of government risks reduction strategy requires the formulation of the following concepts: definition of risks reduction strategy links with the concepts and strategies of national security, ecological safety and sustainable development; formulation of the goal, principles and tasks of risks reduction strategy; definition of the risks reduction criteria and mechanism; definition of the basic stages and priorities of risks reduction strategy realization.
