During last six years the ICES has developed and implemented a relatively well-founded system of training of efficiency engineers who already effectively operate in hazardous stationary industries.Our experience attests that for such cases the training must be based on objective and comprehensive initial principles and applying of risk criteria. We have paid attention to the fact, that an interest for applying of risk-oriented methods to training of the efficiency engineers was appeared in such Russian industrial areas, for which were executed two necessary conditions. First, existed a relatively cultivated scientific basis and, second, authorities have exhausted the arsenals of their resources to combat the growing threat posed by the hazardous technologies. Just such position was created with the accident rate and victims on transport in Russia now. Today in Russia each five transport accidents carry away a life of one person. Our analysis has shown, key to deciding of the problem lies in improvement of infrastructures of safety of the transport systems. Training of specialists, who responsible for safety and environment protection, i.e. of efficiency engineers, is one of the three stones, to which these infrastructures are sited (remaining two are an organization of groups and motives forming). The ICES intelligently and with readiness perceived the current interest of Russian community and authorities and try to give its contribution in solution of the problem. Our methodology is based on five proved structures of administrative management in safety and environmental protection. On their foundation are formed five of functional levels of scholastic documents and concerned of training courses. So, the curriculum will present all structures of the above mentioned management, syllabuses -- description of necessary functions of these management and so on . Like this the ICES optimize systems of preparing the specialists for hazardous transport.
