The first part of the Presentation describes the Russian Federation policy in the field of the safety of population and environment. In the beginning of 90-s in RF the process directed to elaboration of the new policy for safety of population and environment - "acceptable risk" has been started.
This process is not only the new step in this field but it determines the further development the social and economic system at whole. Today the indicator of safety as a health of the people and environment quality are the indicators of sustainable development of the country and the safety is the management mechanism for satisfaction of material and spiritual needs of the population (quality of the life). Just in such a way the problem of managing the process of transition of Russia to sustained development is presented in the state document "The Concept of Transition of the Russian Federation to Sustained Development" determining the further way of development of Russia, approved by the Decree of Presedent.
The second part is dedicated for legislative and executive practical measures oriented to emplamentation of the "acceptable" risk policy in the practical life.
The Presentation analyses in details the Project of the State Program "Reduction of risks and Mitigation of the Consequences of Natural and Technological Disasters in Russian Federation till 2005" which at present is handed for the RF Government consideration.
The objective of this Program is to provide for a high level the protection of the environment by ensuring that strategic environmental assessment (SEA) is carried out and the results are taken out during the preparedness and adoptation of the towns and the country at whole developing the Plans by sectors (such as transport, waste management, industry, land use); it includes shearing with the different actors involved in SEA and public participation in the decision-making process.
Final part of the paper presents same SEA scientific and research results.
