Several Laws and ordinances regulate the handling and use of problem substandces in order to protect water, e.g. the Law Relating to Protection of the Environment (EPL), the Water Protection law and the Ordinance on Protection of Water from Liquids Hazardous to Water (VWF). One of the most important parts of the EPL are the new provisions as a part of a ongoing deregulation process. They result in co-operation between the state and the private sector on environmental issues, concerning more responsability for the private sector and less statutory commands and control instruments, which seem to be successful.

Based on these provisions a task force of several members from governmental and cantonal authorities, technical experts and consulting engineers was built to revise the Ordinance on Protection of Water from Liquids Hazardous to Water (VWF). The result of cancelling completely one technical Ordinance (TTV) and only slightly change the VWF was reached on the one hand by analysing statistical data about accidents with damage to water. On the other hand, the consequences of deregulation for companies and authorities concerned with water protection were discussed and assessed.

In this paper, the experience of the task force creating a new Ordinance will be shown. Since January 1, 1999 the new Ordinance is in force. The past few months already showed the advantages and some difficulties by using these new regulations. Some examples are given in this paper, showing the governmental and the industrial sight of view.
