The main objective of various methods used for hazards and risks estimation is the elaboration of general provisions to perform hazard and risk analysis for the declaration of industrial object safety. According to the Federal Law –116 "About Industrial Safety of Dangerous Industrial Objects" accepted on July 21, 1997, the administrations of industrial objects must declare its industrial safety. The characteristics of method used in this paper are potential hazards territorial distribution fields calculations and construction around each industrial object on the basis of adopted criteria of negative impact upon various risk groups of object staff and inhabitants. Industrial object technological specificity and probability environmental parameters influence on initial hazard transformation specificity and pollutants transportation scale is taken into consideration. The quantitative analysis of hazards and risks of hydrofluoric acid manufacture with capacity 56 thousands tones per year and alternative variants of object safety advance estimation on regional level were carried out. Individual risk fields analysis showed that mentioned industrial object does not represent any hazard for inhabitants. Of all personnel of industrial object only HF manufacture staff is exposed to maximal risk, taking into account the work duration and also the personnel of loading ramp.
