Characterization of the Public Risk Perception and Mitigation Behavior: Case Study in Japan. M. Ohe, Doctral Program in Policy and Planning Sciences, Univ. of Tsukuba, Tsukuba, JAPAN

Global warming is one of the most important environmental concerns in Japan. However, it is said that they have not changed their life style causing global warming effect. What are factors let the public mitigate global warming? This study analyzes four stages of public behaviors in daily life by conducting public survey, associated with the issue of global warming: 1) concern, 2) risk perception, 3) willingness to sacrifice, and 4) actual behavior. We used a sample of 612 mail surveys that consists of the same questions as the one done in the United States. Effective factors are mapped out through statistical analysis such as factor analysis and covariance structure analysis. There are personal profile, personal values on environment, concern and knowledge of global warming, social situation, evaluation on contribution and reliability of industry and government, and so on, as variables. Estimated results from this study will contribute to design a framework of risk communication and can help risk communication between stakeholders such as industry, government, experts, and public.
