The Alliance for Chemical Awareness (ACA) and the Human and Environmental Risk Assessment (HERA) Project: Risk Assessment and Communication Programs for High Production Volume Chemicals (HPVS). W. E. Bishop, ACA; and C. Poelloth, HERA

Most existing chemicals programs, including the OECD SIDS, USEPA, and ICCA high production volume chemical (HPV) programs, and the EU’s Existing Chemicals Programme, recognize the role of risk assessment in relating chemical hazards to the potential for human and environmental exposures. However, these efforts focus on the collection and dissemination of hazard data for major industrial chemicals. Two recent industry initiatives, the Alliance for Chemical Awareness (ACA) in the U. S., and the Human and Environmental Risk Assessment (HERA) project on detergents in Europe, have been developed to increase public access to exposure and risk-related information on HPV, so that emerging hazard data can be put in context. The goals of these efforts are (1) develop a consistent framework for screening level and fully developed risk assessments, (2) establish networks of information sources and tools to help business and government agencies evaluate and communicate about the uses of HPV chemicals, and the public’s exposure to them, and (3) demonstrate the practical use of "targeted" risks assessment models on specific product categories.
