Many hazards face transportation planners and engineers today including natural disasters such as hurricanes, storm surge, tornadoes and floods as well as manmade disasters due to accidental or terrorist activities. Any potential threat whether natural or man made has the potential to cripple our Nation’s transportation systems impacting lives, our economy and our national landmarks. Planning and designing in a multi-hazard environment requires broader thinking, a broader scope and broader solutions. This topic will explore a holistic approach to multi-hazard mitigation taking the planner and engineer through the 7 steps of Multi-hazard mitigation including: 1) Defining Multiple Hazards; 2) Identifying Assets; 3) Assessing Vulnerability/Risks; 4) Identifying Mitigation/Counter Measures; 5) Evaluating Alternatives; 6) Event Response Planning; and 7) Recovery Planning. Multiple threats will be identified and their potential impacts to assets, lives and operations, evaluating the criticality and consequence for each type of potential action. A discussion of mitigation planning and countermeasures will identify multi-hazard solutions. Techniques for alternatives evaluation will provide tools for analyzing the cost/benefit of solutions. The critical elements of disaster response planning will be identified. And finally if an unfortunate event should impact our transportation systems, the necessary elements of a recovery plan will be discussed.
