A Framework for the Voluntary Children’s Chemical Evaluation Program. R. Reiss and E. Anderson, Sciences International

A framework is presented for developing an exposure assessment for the Voluntary Children’s Chemical Evaluation Program (VCCEP), and the framework is illustrated with a case study. The VCCEP is an EPA-sponsored voluntary pilot program "designed to provide data to enable the public to better understand the potential health risks to children." Chemical companies have volunteered to sponsor assessments for 20 chemicals for the pilot. The VCCEP is designed as a three-tier process, with each successive tier requiring more hazard data and a more refined exposure assessment. The proposed framework includes two parts: (1) selection of exposure scenarios and (2) exposure and risk assessment. The first part focuses on collecting the available information on the chemical (e.g., usage data, physicochemical data, environmental fate properties, hazard data, available exposure data, etc.) to develop a list of scenarios that need to be considered in the exposure assessment. At the end of this process, a list of scenarios is made for quantitative exposure assessment. The second part focuses on the process of developing an exposure assessment for the scenarios through a tiered process of risk evaluation and refinement. The case study illustrates these concepts using a hypothetical chemical.
